Good behavior is not just obeying a set of rules. It is having consideration at all times for other people. If we exercised this consideration properly we could get along with very few rules. However, in a school we are dealing with people who are still learning how to behave properly. We have, therefore, to draw up some basic rules and since there unluckily will always be people who will not willingly do what is right, we have to ensure that the rules are obeyed.
